PAT improves energy efficiency in Indian industries and consequently reduce greenhouse gas. It also facilitates trading of Energy Savings Certificates (ESCerts) which are issued to those plants who have overachieved their targets. The underachievers are entitled to purchase ESCerts through two power exchanges - Indian Energy Exchange (IEX) and Power Exchange India Limited (PXIL). Industries that take part in this scheme are referred to as designated consumers (DC).
Compliance requirement under PAT
Complying under the PAT scheme requires fulfilling the following obligations from the designated consumer’s side:
- Prepare and submit 12 quarterly energy performance reports during M&V audit
- Prepare and submit Form-1 and Form-Sb on annual basis under the PAT cycle
- Prepare and submit Form-3 on annual basis under the PAT cycle
- Prepare detailed justifications of the reduction of thermal & electrical SECs, and gate to gate SEC
- Register the ESCerts with the issuing authority & obtaining the issuance certificate
- Execute ESCerts transaction in the designated exchanges within the stipulated time
- Submit the Form-D compliance document to BEE along with ESCert transaction certificate for final compliance
- Periodically upload all signed documents in the PATNET portal including Form-1, Form-Sb, Form-3, Form-A, Form-B, Form-C, and Form-D
- Manually fill out the online version of the above-mentioned forms in the PATNET portal
